Impeachement: The Ultimate Guide

We demand impeachment. We know that the enemy is in the Kremlin, not in Ukraine. We are sure that there are also people within the government who are doubtful about Putin’s actions. These doubts need to be strengthened.

Write letters to deputies and senators. Demand that they initiate the procedure to remove Putin from the position of president — for this, the votes of just one-third of the members of the State Duma are needed.

We need to show how many people are against the war. Send this guide to your friends, family, and share it on social media. Demanding impeachment is one of the few safe ways to express your protest right now.

What is an impeachment?

Impeachment is the removal of the president from office. The procedure is regulated by Article 93 of the Constitution of Russia. It is complicated and happens in several stages:

1. First, the initiative needs to come from at least one-third of the deputies of the State Duma. In addition, the State Duma must form a special commission, which will add its conclusion to the initiative.
2. The Supreme Court and the Constitutional Court must give their conclusions on the initiative.
3. The initiative must be supported by two-thirds of the votes from the total number of senators in the Federation Council and deputies of the State Duma.
4. Hooray, impeachment!

How realistic is impeachment right now? We don’t know. What is clear is that doubts and chaos are growing within the State Duma and other government bodies. Our task is to develop them as much as possible.

Where to write?

First and foremost, you should write to the State Duma, but you can also send letters to the Federation Council, your regional parliament, and the Constitutional Court.

Write several letters! Send them to several deputies in the State Duma, several senators in the Federation Council. Write every day.

What to write?

You can use our example as a guide, but don’t copy it verbatim — your letters should be different, this is important. Here’s an example of a letter to the State Duma:

“I, [Full Name], a citizen of the Russian Federation, demand that the State Duma initiate the procedure to remove the President of Russia, Vladimir Putin, from office on the basis of Article 93 of the Constitution.

I believe that Vladimir Putin violated both international and Russian laws by declaring a military operation in Ukraine, causing irreparable economic and political damage to Russia. I have no doubt that he can no longer fulfill his duties.

I also demand the immediate cessation of the special operation, as it, in my opinion, contradicts the interests of Russia.”

Key principles to follow: use the term “special military operation”; write from yourself and express your personal opinion, using expressions like “I believe”, “I demand” and so on; avoid using insults, curses, or wishing death (we know it’s tempting).
