13.1. Functions and Responsibilities: The working bodies of the Movement are responsible for the tasks defined by this Statute related to the ongoing activities of the Movement and its regional branches.
13.2. Election of Working Bodies: The election of the working bodies of the Movement is conducted in accordance with this Statute.
13.3. Post-Congress Transition: At the first meeting of the Federal Coordination Council (FCC) following the Congress of the Movement, the powers of the working bodies of the Movement are terminated. Subsequently, elections for the working bodies are held during the same meeting. The term of office for the working bodies of the Movement is one year.
13.4. Responsibilities of the Secretary-General of the Movement:
a) Maintain the general register of members of the Movement;
b) Process applications for membership in and resignation from the Movement received by the FCC;
c) Notify members of the FCC about the time, form, and location of FCC meetings;
d) Manage and publish the minutes of FCC meetings;
e) Organize document management within the Movement, and maintain and store the Movement’s documentation;
f) Coordinate documentation management with regional branches of the Movement.
13.5. Responsibilities of the Media Department:
a) Inform the public about the activities of the Movement through the Movement’s media resources on the Internet;
b) Promote the Movement and its values on social networks and other online platforms;
c) Content management of the Movement’s media resources on the Internet;
d) Coordinate the work of regional press services.
13.5.1. Structure of the Media Department: The structure of the Media Department is determined by the head of the department with the consent of the FCC. The Federal Media Department must include individuals responsible for working with the press and for managing federal media resources.
13.5.2. Structural Decisions: The FCC has the authority to make structural decisions that may create separate subdivisions within the department, directly reporting to the FCC.
13.6. Responsibilities of the International Commission (IC):
a) Establish and maintain contacts with foreign and international political and public organizations;
b) Represent the Movement in international political and public organizations based on decisions of the Movement’s governing bodies.
13.6.1. Composition and Elections:
a) The IC consists of members elected by the FCC through secret ballot, a head of the Commission elected by the members of the Commission from their ranks, and approved by the Federal Coordination Council through secret ballot, and a deputy head elected by the Commission members as needed.
b) The number of members in the Commission is determined by the FCC’s vote and must be odd.
13.6.2. Meetings: IC meetings are valid if more than half of the elected members are present.
13.6.3. Participation: Any member of the Movement has the right to participate in IC meetings.
13.6.4. Information Access: Members of the Commission have the right to obtain information from members of the Movement and the Movement’s governing bodies related to the Movement’s activities, necessary for the performance of the Commission’s responsibilities.
13.6.5. Reporting: Commission members report on their activities within the Commission to the Commission itself.
13.6.6. Public Representation: Commission members have the authority to publicly represent the Movement on the international level.
13.6.7. Head of the Commission:
a) The head of the Commission organizes and directs the work of the Commission;
b) The head of the Commission reports to the FCC on the Commission’s activities;
c) The head of the Commission notifies members of the Movement about opportunities to participate in Commission activities and in international political and public organizations with which the Movement cooperates.
13.7. Responsibilities of the Treasurer of the Movement:
a) Organize the management of the Movement’s budget;
b) Manage the Movement’s financial resources within the approved budget;
c) Coordinate financial matters with the regional branches of the Movement.
